RESPONSIBILITIES: Establishes/maintains supplier base via communication, documentation, history & personal interviews. Reviews requisition/revision for completeness/adequate work statement/material description/required delivery/recommended sources. Determines most effective procurement type of contract & potential suppliers; solicits quotes from suppliers; evaluates quotes for completeness, compliance with specifications, reasonableness of price, conformance to quality standards/schedule/budget support. Determines need for financial quality/technical audits including price/cost analysis. Administers PO-includes negotiating terms/conditions; selecting the supplier; documentation to support PO; signing PO to $100,000; expediting supplier/NNS for schedule support; assisting the supplier in raw material sourcing. Monitors work status & validates progress payment PO; directs the resolution of claims, discrepancies and job orders; streamlines processes and procedures. Determines cost effective/efficient inbound-outbound transport methods: import/export of materials/components/assemblies, personal household goods/hazardous material. Prepares/maintains records/documents. Performs special projects/other related activities: negotiating rates; Prepares/maintains selecting carriers; coordinating oversized permits-railroad clearances; monitoring/expediting inbound shipments commensurate with delivery schedules; auditing/approving transportation invoices; handling claims/adjustments on damaged shipments; analyzing/interpreting policies/regulations/tariff supplements; coordinates after hour/weekend emergency shipments/material movement in/out of Company's Foreign Trade Zone (FTZ). Develops/ monitors/maintains policy/procedures in support of Sourcing & projects/ reports/status that provide Sourcing Management Statistics used in managing Sourcing functions & evaluating effectiveness of Sourcing Personnel. Develops/administers process improvement programs. Develops/administers specific programs(Training). Develops/conducts special projects/studies to support Sourcing/NNS goals. Leads/ participates in cross function/interdepartmental teams. REQUIRED EXPERIENCE: Requires a Bachelor's degree or equivalent related experience and knowledge of procurement and contracting. A candidate should have a working knowledge of Company and Defense procurement regulations and appropriate construction, manufacturing and/or quality control experience acquired through several years of sourcing, logistics or related experience. In addition, a candidate must be able to interpret specifications, drawings, quality assurance requirements; have excellent communication skills, the ability to travel when required and represent the company in a professional manner. Certified Purchasing Manager (CPM) or equivalent professional certificate is preferred. Candidate must have 3 years experience with the following: Procurement and Project Manager. Preferred candidate with 3 years experience with the following: Written Communications, Oral Communication, Contract Administration, Planning & Organizing, Customer Relations, Negotiating skills and Attention to Detail.
