Northrop Grumman Information Systems sector is seeking a Programmer Analyst to join our team of qualified, diverse individuals. The qualified applicant will become part of Northrop Grumman's Postal Services and Solutions group. This is a contract to provide USPS Information Technology with professional project management and technical services in software development, database design and development, and the Telecom Expense Management system administration. Qualified applicant will also possess experience in the development of network monitoring systems and the development of data analytics.
Roles and Responsibilities:
Project Management responsibilities for Telecommunication Services software/database development projects.
Provide design, development, and configuration services with regard to Data Security Standards in order to design the most comprehensive framework to address all security, data integrity and privacy concerns within the United States Postal Service.
Design and Develop software systems using ITIL guidelines and the software development life cycle.
Consult with management and customers regarding product feasibility and viability of network infrastructure monitoring; including emerging mobile and tablet technologies.
Oracle 12c Database Administration (Development of Procedures, sequences and advanced Triggers).
Advanced interactive graphics programming using SVG (Scalable Vector Graphics).
Advanced user interface design and development for greater efficiency and user experience (with knowledge of Section 508 development requirements).
Server administration for Linux and Windows Server 2012 R2 (Including IIS).
Provide advanced support for the diagnosis and resolution of complex problems to ensure minimal disruption of mission-critical systems and applications.
Provide advanced Oracle SQL scripts to provide management with reporting and data analytics.
Provide core administration tasks for Postal's Telecom Expense Management (TEM) system.
Support TEM bulk projects and troubleshooting.
Create advanced TEM reporting for senior management.
This is an on-site position with no telecommute possibilities.
Prefer: Local to the RDU / Research Triangle area (this position does not provide relocation assistance).

Bachelor's degree and 5 years of relevant experience or equivalent work experience.
Expert-level Programming: HTML/DHTML, PL/SQL, VBA, CSS, ASP, JavaScript, XML, and SVG.
Expert-level Excel (Including advanced VBA Scripting) and Power Point for presentations.
Expert-level MS Access (Including advanced VBA Scripting).
Past experience managing projects.
Experience with Oracle other databases.
Programming in HTML, ASP, JavaScript and other languages.
Experience with Linux and Windows Server administration.
ITIL knowledge.
Preferred Qualifications:
o 5 years' experience working with Oracle and PL/SQL Scripting.
o Experience with ServiceNow.

Bachelor's degree.
