Sources and purchases machinery, equipment, tools, raw material, packaging materials, parts, services, and/or supplies necessary for operation of an organization. Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives. Compiles information to keep informed on price trends and manufacturing processes. Confers with suppliers and analyzes suppliers operations to determine factors that affect prices and determines lowest cost consistent with quality, reliability, and ability to meet required schedules. Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, follows up orders placed, verifies delivery, approves payment, and maintains necessary records. May prepare bid packages.

Must have a Bachelor's degree.
This position requires analytical skills to gather information, discern best value, and systematically document all transactions that lead to negotiation of a contract. Effective communication skills are critical for networking, coordination, and team work to meet strict quality, delivery, and cost deadlines that impact the entire value stream.
Application of critical thinking skills to perform source selection analysis based on cost or price information and understanding of the supply base is fundamental in the procurement process. Position may support complex products and/or manage high-dollar value and/or high-volume procurements that require a great deal of oversight and risk management.
This position has the authority to commit funds on behalf of the company and Navy customer; therefore, a clear understanding of, and compliance with Government procurement guidelines, including FAR and DFAR, and familiarity with SAP are a plus.
