Description
Chipton-Ross is seeking a Programmer Analyst 3 located in Mesa, AZ.

RESPONSIBILITIES:
Designs, programs, tests, implements, documents and maintains computing applications. Gathers and evaluates end user requirements. Writes and compiles code and constructs database objects based on documented design and analyzes information to determine architecture specifications, parameters for software compatibility, application security needs and other application architecture requirements. Modifies or upgrades applications to maintain software functionality. Identifies and resolves programming or application architecture problems. Reviews system performance and identifies and recommends improvements.

Analyzes end user’s business processes to provide solutions to facilitate desired objectives. Meets with end users to define requirements for software applications. Supports the evaluation of moderately complex commercial off-the-shelf (COTS) products and current client products by testing and benchmarking for solutions to requirements. Affects the cross functional (e.g., DBA's, security, architects, system administrators, etc.) coordination to determine if requirements can be met. Designs and develops software solutions to meet end user's requirements. Ensures that application integrates with overall system architecture, utilizing standard IT lifecycle methodologies and tools. Develops algorithms, data and process models, plans interfaces and writes interface control documents for use in construction of solutions of moderate complexity.
Performs moderately complex integrations of commercial off-the-shelf (COTS) products and client software solutions with existing systems and processes to meet end user's requirements, utilizing IT lifecycle methodologies and tools. Develops and executes systems, integration, performance and acceptance test plans and procedures to verify that the solution meets the requirements. Analyzes, identifies and dispositions defects as required. Proposes recommendations to address discrepancies and issues in moderately complex systems. Develops and executes the implementation plan. Modifies or upgrades software solutions to maintain software functionality. Determines changes to the infrastructure based on regulatory environment, defect resolution, new requirements and/or COTS upgrades. Analyzes user issues and requests in assigned areas of responsibility by documenting, validating, researching potential solutions and resolving service requests for resolution of moderately complex issues. Assists less experienced team members with problem resolution. Develops, prepares and maintains technical documentation for assigned area of responsibility. Develops and manages the execution of small to medium projects including schedules, budgets and progress reporting to ensure implementations that are on time, within budget and meet quality objectives.

REQUIRED EXPERIENCE:
Basic Qualifications

Build and deploy software applications in both a Linux and Windows environment.
Experience using Apache Tomcat, GIT, and software development life cycle skills.
Experience programing in Java, Python, ASP, Angular, and Elasticsearch


Desired Qualifications

Demonstrated ability to work with RESTful web services. Working knowledge of how to design and develop RESTful Application Programming Interfaces (APIs).
Working knowledge of Solr, ElasticSearch, or other search frameworks.
SQL and relational database technology.
W3C standards, web application security to protect against OWASP Top 10, and read/utilizing security and performance tools
Back-End Development (SQL, SOAP, REST) and Front-End Web Development (HTML 4/5, CSS 1/2/3, JavaScript, JQuery)
Project Management/Development/SourceCode Control Tools (ie. JIRA, GIT, ServiceNow, BitBucket, ZohoProjects)
Experience in proactively approaching and respond to problems while also being able to analyzing problems, identifying their causes, and explain these to others
Effective communication and relationship-building skills with colleagues, partners and clients with utmost integrity, courtesy and diplomacy
Embracing the ideas of others and seek to understand others’ points of view in order to further our shared mission and vision
Work independently as well as collaboratively to meet goals and deadlines that have various types of priorities in a fast-moving environment

EDUCATION:
Accredited Technical bachelor’s degree and typically 5 or more years’ related work experience or a Master’s degree with typically 3 or more years’ or a PhD degree or an equivalent combination of education and experience. A technical degree is defined as any four year degree, or greater, in a mathematic, scientific or information technology field of study.

WORK HOURS:
Full-Time/First Shift
7:00 AM - 3:30 PM

Employment will be contingent on clearing a drug screen and background check. Both must clear prior to start date.
