Chipton-Ross is seeking a Technical Publications Project Management Specialist 4 for a contract opportunity in Warner Robins, GA & Long Beach, CA.

100% onsite

BASIC QUALIFICATIONS (REQUIRED SKILLS/EXPERIENCE):
Accredited Bachelor’s degree or higher in Aviation, Aeronautical Science, Engineering, or a related technical field.
Minimum 10 years of experience in aviation, with at least 5 years authoring, sustaining or managing flight manuals or technical publications.
Experience as a pilot or flight crew member on military or large transport aircraft.
Demonstrated knowledge of flight operations, aircraft systems, and regulatory requirements (e.g., S1000D, MIL-STD, MIL/FAA/ICAO Standards).
Experience with flight manual authoring software and associated languages (e.g. XML, SGML, XPP, Arbortext, batch files, scripts etc.).
Strong technical writing and editing skills, with attention to detail and clarity.
Experience collaborating with cross-functional teams and external customers.
Pilots License

POSITION RESPONSIBILITIES:
The Client is seeking a Senior Technical Publications Project Management Specialist to authoring, revising, and maintaining flight manuals in collaboration with cross-functional teams, supporting both domestic and international customers. This position is located either in Warner Robins, GA or Long Beach, CA one of these listed sites:

Author, revise, and maintain C-17 flight manuals and supplements in response to customer requests, aircraft modifications, safety board recommendations, and regulatory changes.
Collaborate with engineering, flight operations, and customer representatives to ensure technical accuracy and operational clarity.
Serve as a subject matter expert for C-17 operational procedures and flight manual content.
Support Foreign Military Sales (FMS) by developing and integrating flight manual content for international customers.
Ensure all flight publications comply with military, program, and regulatory standards.
Lead and participate in quality reviews, configuration control, and integration activities for flight manual updates.
Manage and track multiple concurrent projects, ensuring timely delivery and adherence to contract requirements.
Provide input to process improvements and new business pursuits related to technical publications.
Advise management on technical data development, scheduling, and resource planning.
Support digital transformation initiatives, including the transition to electronic/manuals and digital authoring tools.

The Senior Technical Publications Project Management Specialist will also:
Direct and monitor extensive, specialized technical data development from the program level ensuring technical data is developed and delivered on schedule and in accordance with contract requirements.
Provide expertise on processes to ensure technical manual data/procedures are documented and current.
Direct program scheduling and reporting efforts and resolves complex issues.
Advise management on the negotiation of contracts and develops summary estimates relevant to technical data development.
Work with customers on complex pricing and scheduling issues.
Coordinate information related to configuration changes that impact publication data.
Lead new business pursuits and process improvements.

Successful completion of training is a contingency for this assignment - OJT or formal classroom training.

PREFERRED QUALIFICATIONS (DESIRED SKILLS/EXPERIENCE):
Prior experience with C-17 or other military transport aircraft flight manuals.
Proficiency with digital authoring tools (e.g. XML, SGML, XPP, Arbortext, batch files, scripts etc.).
Experience with configuration management and version control systems.
Familiarity with interactive electronic technical manuals (IETMs), electronic flight bag (EFB) solutions and digital publication delivery.
Experience supporting Foreign Military Sales (FMS) or international customers.
Project management experience, including scheduling, resource planning, and process improvement.
Strong analytical, problem-solving, and communication skills.
Experience with developing scripting, batch files, or automation for publication processes.
Knowledge of Lean, Agile, or Six Sigma methodologies.

REQUIRED EDUCATION:
Education/experience typically acquired through advanced education (e.g. Bachelor) and typically 10 or more years' related work experience or an equivalent combination of education and experience (e.g. Master+8 years' related work experience, 14 years' related work experience, etc.

WORK HOURS:
Full-Time/First Shift
6:00 AM - 4:00 PM

ADDITIONAL:
Occasional local travel for customer (USG) interaction with occasional domestic travel to support program and collaboration meetings. (Less than twice per year).
Occasional Overtime.

Employment will be contingent on clearing a background check. Must clear prior to start date.
