182009 - Engineering Control Account Manager

Chipton-Ross is seeking an Engineering Control Account Manager for an opening in Huntsville, AL.

The Control Account Manager (CAM) is the primary interface between the Engineering/ Technical Team and the Finance, Scheduling and EVMS Departments and they are a member of the Engineering / Technical Team and as such, must have a thorough understanding of the engineering issues involved in order to effectively and independently assess the health of the Team.

They attend all Engineering/ Technical Team meetings and they engage with the technical Subject Matter Experts (SMEs) to the extent that they can properly assess and challenge performance and estimates being offered by the Technical Team. Additionally, they work closely with the SMEs to develop the appropriate Work Breakdown Structure (WBS), and generate the detailed execution plan with appropriate and realistic timelines and subordinate data (QDBs) designed to effectively manage the program through completion.
" Defines tasks required to accomplish the technical SOW, their logical sequence and interrelationships in the schedule necessary for optimization of the completion of the scope.
" Assurance that the scheduled activities for the Control Account have a realistic duration and practical performance logic.
" Represents the Control Account at the Integrated Baseline Review (IBR), and provides performance status data to Program Management for relay to the Customer and Corporate Executives.
" As a member of the Technical Team, the CAM's responsibility will be to assess performance, generate ETCs, and strategize on options for getting errant efforts back on track.
" Ensures that the program is executed in compliance with GA-EMS EVMS System Description.
" Maintaining the applicable portions of the Contract WBS Dictionary and assuring that it ties to the contractual Statement of Work (SOW).
" Definition of budget requirements for each task identified and their correlation to the Basis of Estimate.
" Proactively manages the personnel performing the Control Account's scope of work to assure that all requirements are compliant with the SEMP for their Control Account.
" Reviews, interrogates and approves all accurately reported hours and dollars charged to the Control Account.
" Periodically prepares the Control Account variance analysis reports providing explanations, impact statements and corrective action narratives for deviations from expected performance.
" Developing, managing and implementing corrective actions for variances.
" Maintains awareness of Subcontract Data Requirement List (SDRL) items and other applicable contract deliverables.
" Prepares Estimates to Completion (ETCs) for remaining Control Account work scope.
" Prepares the Comprehensive ETC (CETC)
" During the execution of the Control Account, providing forecast dates for accomplishing remaining activities and milestones in the Control Account schedule.
" Informs management of critical issues concerning Control Account performance.
" Identifies and quantifies potential risks and making effective use of available risk management tool as required.
" Uses the baseline change control process for any and all revisions to the Control Account's baseline scope, schedule or budget.
" Submits Budget Change Notices (BCN) as needed to document all revisions necessary to the Control Account Plan (CAP).
" Attends all internal Engineering/ Technical Team meetings and to a practical extent, routinely visiting all development/production areas, with the intent of maintaining an independent appreciation for the program's health.
" Supports all customer meetings and data requests regarding the Control Account.
" Performs other duties as assigned or required.

Must have general knowledge of earned value systems in a research or production environment. Previous EVMS experience desired, must be able to complete a CAM certification within the first 6 months after hiring. Must either have engineering skills or the ability to gain an understanding of engineering issues in the conduct of the job. Possess good organizational skills. An effective communicator with the ability to write, interpret and explain programmatic issues. Must have good social skills to facilitate effective interaction with engineers, program management and customer representatives.Knowledgeable and experienced with the following electronic software: word processing, spreadsheet, e- mail, and project management.Must be able to work extended hours and travel as required.

Accredited bachelor's degree in an engineering discipline, business administration or related discipline, along with seven or more years of related experience. May substitute equivalent experience in lieu of education. BS degree in an engineering discipline desired.


Employment will be contingent on clearing a drug screen and background check. Both must clear prior to start date.
