Description
Chipton-Ross is seeking a Proposals Specialist for an opening in Rancho Bernardo, CA.

RESPONSIBILITIES:
Under general supervision, this position shares responsibility with other team members for planning, scheduling, and coordinating the proposal team workload, while maintaining an individual workload that includes editing segments of specific proposals. This person ensures proposals are developed in accordance with the request for proposal (RFP) specifications and Company standards. Participates in the collection and review of appropriate cost, schedule, and technical volumes. Documents findings and communicates results to proposal and management staff when required. May provide input to management regarding short- and long-term proposal planning. Works with functional groups to receive and incorporate edits and comments.

" Provides leadership and actively participates in the daily operation of the Proposals Specialist group by prioritizing and scheduling work assignments.
" Discovers training needs and provides coaching.
" May develop programs or individual projects and coordinate training of personnel.
" Interfaces with other departments, locations, and units to ensure maximum customer support.
" May participate in the retention and development of personnel including interviewing, performance appraisals, and promotion recommendations.
" Coordinates with management and internal customers to determine appropriate timelines, content, and format for the development of comprehensive engineering/scientific technical documents.
" Assists with development of detailed plans, statements of work, cost estimates, and specific proposal volumes.
" Assists with development and copy editing of technical and non-technical sections of proposals, (e.g., price/cost, management, past performance) sections, and assists authors in meeting requirements.
" May assist with the preparation of research and promotional material, including marketing brochures and displays, describing the organization's various projects and technical capabilities.
" May edit technical presentations.
" Maintains submittal archives of soft and hard copies.
" Participates in contractual strategy meetings.
" Identifies proposal issues and inconsistencies; recommends strategies and solutions.
" Develops pre-proposal and proposal-related drafts, compliance matrices, information requests, action items, quotation letters, and final proposal submittals. Uses existing information to develop first-draft documents as required.
" Uses knowledge of general formatting and layout principles to create visually appealing drafts that conform to company standards. Has ability to make recommendations for layout or format changes as desired or when required.
" Participates in developing recommendations for changes in proposal policies and standards, and maintains various electronic databases.
" Maintains the strict confidentiality of sensitive information.
" Maintains version control and configuration management over a number of document types; reconciles, synthesizes, and adjudicates reviewer edits and comments.
" Performs other duties as assigned or required.

REQUIRED EXPERIENCE:
" Knowledge of formalized proposal processes.
" Ability to meet deadlines under pressure in a fast-paced, project-based work environment.
" Proficiency in the Microsoft (MS) Office Suite and use of MS Word styles is a must.
" Experience with MS Project and MS SharePoint is desired.
" Must have a general understanding of proposal concepts, principles and theory; knowledge of Federal Acquisition Regulation (FAR) and related governmental rules and regulations; and experience demonstrating a broad and practical application of those principles, concepts, and practices. Knowledge and experience with Other Transaction Agreements (OTAs) is desirable.
" Must possess the ability to understand new concepts quickly; apply them accurately throughout an evolving environment; organize, schedule, and coordinate work phases; and, determine the appropriate approach at the task or project level to provide solutions to a range of moderately complex problems.
" Must have strong communication, computer, documentation, presentation, and interpersonal skills, the ability to work independently and as part of a team; able to perform moderately complex tasks in one technical proposal area; and, lead a team of less experienced support and/or professional employees on semi-routine tasks.
" Able to work extended hours and travel as required.

PREFERRED EXPERIENCE:
" Ability to understand and apply business and legal concepts.
" General knowledge of US military organizations and work practices.
" Project Management certificate considered a plus.

EDUCATION:
Accredited Bachelors degree in English, Journalism, Technical Writing, or related discipline and ten or more years of progressive professional commercial or government proposal experience. Equivalent professional proposal experience may be substituted in lieu of education.
