Chipton-Ross is seeking a Financial Analyst 5 for an opening in Kent, WA.

This role is to support financial controls for an earned-value management controlled portfolio of projects and programs. Candidate must have an advanced to expert level earned value management, earned value management system, and estimate at complete skillset. Independently leads analysis of Financial Statements and associated risks and opportunities for presentation to internal/external stakeholders. Makes recommendations on financial performance and projections using extensive financial statement knowledge and experience. Initiates assignments and leads integration and analysis of Estimates at Completion (EACs) and financial and/or resource forecasts. Leads or consults on the development of cost and/or schedule performance measurement baselines and variance analyses. Initiates detailed analysis in support of rate allocation methodology, risk assessments and contingency/recovery plans. Leads the development of rate models by defining the parameters. Provides direction and interpretation to ensure compliance with new or evolving regulatory requirements. Leads, analyzes and presents business opportunities by assimilating long-range objectives, strategic plans and business cases using appropriate financial indices to maximize profitability and shareholder value. Consults on requirements definition and deployment of common systems, tools, processes and training to improve business planning processes. Works under consultative direction.

o Work within Finance and Functional disciplines to guide portfolio execution and reporting.
o Lead revenue and earnings forecast updates, including opportunity & risk reporting for the portfolio and provide ad hoc support including business case analysis, earned value management (EVM), cost charging issues, etc.
o Support the PW portfolio leaders and Vice President as required for capital investment requests.
o Support company investment NBF projects as required to include Bid & Proposal and Internal Research and Development activities.
o Work closely with the Technical community, Executive and Senior Leaders to provide financial insights that inform and drive business performance.
o Drive business operations, cross-functional communication, and program execution
o Manage revenue forecasts, capital assets, budget & cost pools, resource (labor, material, other costs) plans as well as proposals, contracts acquisition and compliance.

o Bachelors degree or higher degree
o 10 or more years of experience in a finance related position such as Financial Operations, Cost Management, Accounting, Estimating, Financial Planning, Contracts or Procurement Financial Analysis (PFA)
o 5 or more years of experience working with technical, managerial and executive levels and leading presentations to them
o Experience with overhead management, rate management, and the capital process
o Experience in forecasting, developing long range business plans and using the opportunity and risk system
o Experience and/or training on FAR and DFARS compliance
o Experience with various contract types for example: Time & Materials, Firm Fixed Price, Cost Plus type Government contracts, etc.
o 5 or more years of experience working with the planning & scheduling processes, cost analysis, and Earned Value Management Systems (EVMS)

o Extensive expertise in commercial and government contracting
o Experience with Government contract financial reporting via Contract Data Requirements List (CDRLs)
o Experience dealing with the Defense Contract Management Agency (DCMA) and/or Defense Contract Audit Agency (DCAA) customer

o Extensive expertise in commercial and government contracting
o Experience with Government contract financial reporting via Contract Data Requirements List (CDRLs)
o Experience dealing with the Defense Contract Management Agency (DCMA) and/or Defense Contract Audit Agency (DCAA) customer

The candidate selected to fill this assignment must successfully pass a credit check performed by the client.

Accredited education/experience typically acquired through advanced education (e.g. Bachelor) and typically 15 or more years' related work experience or an equivalent combination of education and experience (e.g. Master+13 years' related work experience, 19 years' related work experience, etc.).

WORK HOURS: 8:00 AM - 4:30 PM
